Motions for January PPERRIA Meeting

Motion: To return $320,000 previously reallocated for a neighborhood school to the Housing section of the Plan (from where it originated). After agreeing verbally in the summer to placing a new K-5 school at Pratt Center, the school district determined that this is not an option it wishes to pursue at this time. The Prospect Park/Glendale neighborhood had offered an incentive of a total $500,000 to help with the renovation of Pratt needed to place a primary school in the building to the Minneapolis Public School (MPS) district. Funds included $180,000 from the Education A.1.a. section and $320,000 which had been reallocated from the Housing section of the Plan. Initially, school officials confirmed their agreement with neighborhood representatives in June 1998. However, in the fall, MPS school facilities officials argued that current enrollment data does not indicate a pressing need for a school at Pratt for at least two years. This policy statement did not meet the neighborhood?s criteria for use of its NRP funds, and therefore, the NRP fund offer to the district was withdrawn. Motion: To release $2,000 from PARC A.1.c. to purchase sports equipment for Luxton Park.

Motion: To approve a plan for reallocation of $26,051 from Contingency funds proposed by a representative neighborhood group, along with the PPERRIA Board of Directors.


Motions for February PPERRIA Meeting

Motion: To move $14,000 from Environment A.4.c. (wetland restoration) to Environment A.5. (organization of a Southeast environmental coordinator).*

Motion: To release $14,000 from Environment A.5. (Southeast Environmental Coordinator) for one-third of matching funds for grant for this position.**

Motion: To release $500 from Environment A.6. (habitat/wildlife restoration program) in matching funds for a $1,000 DNR grant for a wildlife public service project at East River Flats.***

*A total of $16,000 currently remains in Environment A.4.c., which deals with natural drainage system restoration in the Southeast Industrial Area. This has been addressed through the AUAR. The Environment Committee intends to the remaining $2,000 (after $14,000 has been moved) for matching funds in watershed related projects in the neighborhood.

**Section A.5. deals with coordination of efforts of the three Southeast Minneapolis neighborhoods on their common environmental issues. Meetings of CBE and representatives from PPERRIA and SECIA (Marcy-Holmes) have determined that this position will require $42,000/year in salary and support and should take direction from and report to a joint committee of the neighborhoods. The coordinator will work on the common projects agreed on by the neighborhoods as an independent contractor, e.g., Good Neighbor Dialogues/Agreements, pollution inventory updates, permit tracking system, etc. The motion assumes participation by all three neighborhoods in funding the position for two years. Possible grantors include MN OEA and McKnight Foundation.

***We will apply to the Department of Natural Resources for the minimum grant level of $1,000 for a total of $2,000 for a project. Our match will include the $500 released, plus $500 in kind services and materials. The project will be an intergenerational effort to create and restore wildlife habitat on East River Gorge/Flats. Previous efforts to implement this section focused on Ospreys, but habitat was found more suitable for wood ducks. This effort will include instruction in natural history of the area, in constructing bird/bat houses, as well as wildlife counts before and after installation of wood duck houses (may include other species of birds).

You and your reminiscences are not only vital to a comprehensive picture but also very, very welcome. This history will be published in the fall, 2001, to celebrate PPERRIA?s 100th anniversary. NRP Reallocation Proposal to be Presented

At the January PPERRIA/neighborhood meeting, neighbors will be asked to approve?with or without amendments?a proposal for the reallocation of $26,051 in Contingency funds. On January 13, residents, PPERRIA/NRP committee members, and neighborhood representatives will hear all proposals in a meeting scheduled for 7:00 p.m., Luxton Park Room A. Later, a representative group from the PPERRIA Board of Directors and others representing areas and groups in the neighborhood will draft a proposal for how the Contingency funds should be reallocated. This proposal will come before PPERRIA on January 25 for approval or modification. For further information, please contact Alison Savin at 378-9751.


Luxton Council Will Sponsor Annual Fire & Ice Festival

Once again, in the coldest part of winter, Luxton Park will host a festival to warm and brighten your evening. Join your neighbors on Saturday, February 6, 4:00 ? 7:00 PM at Luxton Park for a bonfire, horse-drawn hayrides within the Park and surrounding neighborhood, food by the Luxton youth group, juggling and broomball demonstrations, and ice skating. Luxton Council would like to thank Pratt Council for helping to sponsor this neighborhood festival, which is fast becoming a welcome new tradition to complement the summer Pratt Ice Cream Social.

Southeast Way to Grow Hosts School Options Fair

On Wednesday, January 27, from 6:00 ? 8:00 PM, the Southeast Way to Grow will host an informational session for parents of prospective school age (and kindergarten) children to learn about the various school options in Southeast Minneapolis. Staff from various schools, including Marcy, Tuttle, Anne Sullivan, and Webster, as well as a Minneapolis School District representative will be present to address questions and concerns. Parents can make an appointment at the fair to tour schools and will receive a free school readiness bag. A light dinner and childcare will be provided at no charge.
