The PPERRIA Transportation Committee initiated a neighborhood-based planning process in 1995, including research, analysis and incorporation of the following issues, and implementation of the solutions identified.

* traffic calming measures to reduce traffic speeds and volume
* redirecting commuter and business traffic so it stays off residential streets
* redesign of at least five specific intersections, including timing and location of signals and signs
* transit routes, ridership, needs
* pedestrian and bicycle connections and infrastructure
* Grand Rounds and East River Gorge Park plans

Metro Transit LRT #8 Bus Circulator for Prospect Park

On Saturday, 2004-06-26—the day of the #55 LRT Hiawatha Line inaugural—Metro Transit implemented the new #8 bus route, greatly reducing its service, but changing it into a "circulator," making a loop around Prospect Park to ferry passengers to and from the Franklin Avenue LRT Station (just west of Cedar Avenue). This LRT station also has a new bikeway connector.

Every 30 minutes, Monday through Sunday, #8 travels one way only: East over the Franklin Avenue bridge, North on SE 27th Avenue, East on SE University Avenue, South on SE Emerald Street, West on SE Franklin Avenue and back across the bridge. This 7-minute loop includes 17 stops (see below)! Here's a map.

The new #8 bus essentially takes us to downtown via the #55 LRT north or to the airport and the Mall of America via #55 LRT south (using the #155 shuttle bus extension until December, 2004). All you need is one standard fare and a free transfer: $1.25 (seniors/youth $0.50); ($1.75 during rush hours: Monday-Friday 6:00-9:00 a.m. & 3:00-6:30 p.m.).

• Service east of Hiawatha Ave. will connect with rail at the Franklin Ave. Station. Route 8 service west of Hiawatha will be replaced by new Route 24.
• There will be no service on E. River Rd. to Shriners Hospital (old route 8F).

#8 connects to bus routes 2, 19, 24 and the LRT (55).

LRT Resolution Proposed, January, 2002

It is the PPERRIA position that in order to strengthen, serve, and protect the Prospect Park neighborhood, the alignment and function of LRT should be designed to meet the following criteria:

1. Route

  • Continue LRT on University as far west as possible, at least as far as 27th.
  • Include three stops between 280 and Oak Street.
  • Central corridor LRT should be aligned to improve neighborhood transit options to maximize integration with buses.

2. Design and Development Criteria

PPERRIA wants to shape high-quality development along University Avenue to be compatible with the scale and character of the existing Prospect Park neighborhood.

a. Any development should be pedestrian-oriented and include:

  1. Housing–mostly owner-occupied
  2. Retail and services to support the neighborhood
  3. Underground parking, mainly–restrict on-grade parking
  4. Streetscape design should be pedestrian scale and include landscaping, bike racks, lighting, and benches.

b. To shape development, we will use tools such as:

  1. Creation of a University Avenue Transit Corridor Overlay District
  2. Moratorium on development on University Avenue (Note: This moratorium does not extend to development of Granary Parkway Research Park.)

3. Process

It is the neighborhood expectation and intent to be involved by having official representation with each of the agencies/ authorities planning the LRT system and development of affected property or land.

If these principles and criteria are pursued through full and continuous neighborhood participation, the introduction and incorporation of LRT into the fabric of the neighborhood will be a positive force in our continued vitality and ongoing regeneration.

Ten years ago, PPERRIA adopted its policy on the proposal to construct an LRT system in the metro area that probably included a route through the neighborhood. Three other proposals were submitted for consideration by PPERRIAís membership. None of those proposals were mutually exclusive of other proposals.

Rather that try to blend them or come up with counter proposals just for discussion and decision, the committee decided to put together a decision tree. The tree puts the decisions in (what we hope is) a logical order. Once the list is completed, PPERRIA should have adopted a comprehensive policy on LRT.

Procedure Decisions

1) PPERRIA centered:

The membership/board votes on each level of the decision tree;
Prepare a draft resolution following the decisions;
Present that resolution for adoption at the next PPERRIA membership/board meeting;
The resolution, together with other principal options including one open-ended option, is circulated throughout the neighborhood for a ìvoteî (If a plurality votes for another option, PPERRIA may want reconsider its adopted policy);
PPERRIA works to see that the resolution influences decision making by governmental bodies.

2) Neighborhood centered:

The decision tree is circulated in the neighborhood for a ìvote;î
Prepare a draft resolution following the neighborhood decisions;
Present that resolution for adoption at the next PPERRIA membership/board meeting;
PPERRIA works to see that the resolution influences decision making by governmental bodies.

Alternatives: #1 or #2 or something else proposed from floor.

1) We will decide on every level of the decision tree so that PPERRIA has an adopted policy regardless of what decisions are made in the metro-wide community.

2) We support any development of any improved mass transit for the metro area?

3) We support mass transit improvements for the central corridor?

4) We support the following mass transit modes and alignments:

5) We continue to support any modes or alignment even if it results in a decrease in service for the neighborhood while other parts of the metro area have better service?

6) We are concerned about the possible effects:

Noise and vibration
Street modifications and traffic changes
Bus and car traffic generated by stations
Continuing bus service and feeder buses
Correlation of LRT planning with traffic volume forecasts
Mitigation measures which could improve the neighborhood environment.

Alternatives: Select all but order in order of highest to lowest concerns based on number of votes received.
